The function of technology is to elevate the human condition
Core question: What research supports the idea that technology can improve human capability, agency, contribution, and development?
Thesis
Technology achieves its highest purpose when it expands human capability, agency, contribution, and development. Throughout history, humanity's most transformative technologies have not diminished human potential but amplified it. From language and writing to computers and artificial intelligence, technological progress has consistently extended what people can know, create, and achieve. As intelligence becomes increasingly accessible through AI, the central question is no longer what technology can do, but what humans can become because of it.
This perspective represents a foundational assumption of the Devonport manifesto. While technology is often measured by efficiency, productivity, or economic output, its deeper value lies in its ability to elevate the human condition. The ultimate purpose of innovation is not automation for its own sake, but the expansion of human potential.
Technology and human flourishing
Before asking what technology can do, it is worth asking what technology is for.
Across philosophy, psychology, economics, and organizational theory, a remarkably consistent theme emerges: progress is ultimately measured not by the sophistication of tools but by the development of people. The purpose of advancement is not simply greater efficiency or greater output, but the expansion of human potential.
The roots of this idea can be traced to Aristotle's concept of eudaimonia, often translated as human flourishing. Aristotle argued that the highest aim of human life was not comfort or convenience but the realization of one's capabilities and potential. Human flourishing occurs when individuals develop their abilities, exercise sound judgment, contribute to society, and pursue meaningful purpose.¹
Modern scholars have extended this tradition. Amartya Sen argued that development should be measured by the expansion of human freedoms and capabilities rather than economic output alone.² Martha Nussbaum further developed the Capability Approach, proposing that societies should be evaluated according to their ability to help individuals cultivate and exercise essential human capabilities.³ Together, their work shifted the focus of progress from resources and productivity toward human development itself.
Similar conclusions emerged from the field of positive psychology. Martin Seligman's research suggests that well-being is closely associated with mastery, accomplishment, meaning, engagement, and contribution.⁴ Individuals flourish when they are able to grow, learn, create, and participate meaningfully in the world around them.
Contemporary philosopher Luciano Floridi extends this conversation into the digital age. Floridi argues that information technologies should be designed to enhance human dignity, agency, and flourishing. Rather than viewing technology as a replacement for human judgment, he advocates for technologies that strengthen humanity's ability to make decisions, solve problems, and create value.⁵
Despite their differences, these perspectives converge on a common principle: human progress is fundamentally about expanding what people are capable of becoming.
Technology creates its greatest value when it helps people develop new capabilities, exercise greater agency, make more meaningful contributions, and continue growing throughout their lives. The ultimate purpose of technology is therefore not simply to automate work, but to elevate the human condition.
Technology as an amplifier of human capability
Throughout history, technology has functioned as an amplifier of human capability. Each major technological advancement has extended a human limitation and expanded the range of what individuals and societies could accomplish.
Language extended communication. Writing extended memory. Mathematics extended reasoning. The printing press extended the distribution of knowledge. Scientific instruments extended perception. Computers extended computation. The internet extended access to information. Artificial intelligence increasingly extends cognition itself.
This pattern reflects what Marshall McLuhan famously described when he argued that technologies function as "extensions of man."⁶ Technologies do not simply exist as external tools; they extend human faculties into the world. The wheel extends movement. The telescope extends sight. The computer extends calculation. AI increasingly extends knowledge work, analysis, and decision support.
The intellectual foundations of augmentation appeared long before modern AI. In 1945, Vannevar Bush envisioned systems that could help humans organize and navigate knowledge more effectively, anticipating many of the concepts that would later underpin digital information systems.⁷ J.C.R. Licklider expanded this vision in his seminal paper Man-Computer Symbiosis, arguing that humans and computers working together would outperform either operating independently.⁸
Few thinkers articulated this vision more clearly than Douglas Engelbart. In Augmenting Human Intellect, Engelbart argued that the purpose of technology should be to increase humanity's ability to solve complex problems. He defined augmentation as increasing "the capability of a man to approach a complex problem situation."⁹
Engelbart's vision remains remarkably relevant today. While many contemporary discussions focus on whether AI can replace human work, Engelbart's framework suggests a more important question: How can AI help humans solve larger and more meaningful problems than they could solve alone?
From this perspective, intelligence becomes a force multiplier. Technology creates value not merely by doing work, but by enabling humans to operate at higher levels of capability.
Technology and the expansion of human agency
Capability alone is insufficient if individuals lack the freedom or capacity to act upon it. Technology also influences human agency—the ability to make choices, influence outcomes, and participate meaningfully in the world.
Sen's Capability Approach argues that freedom is not merely the absence of constraints but the presence of meaningful opportunities.² Nussbaum similarly argues that human development depends upon the ability to exercise and expand one's capabilities.³ Together, their work provides a powerful framework for understanding how technology can enhance agency.
Technology has often served as a catalyst for this expansion. Access to transportation increases mobility. Access to communication increases participation. Access to information improves decision-making. Access to digital tools lowers barriers to learning, entrepreneurship, and creativity.
Yet the relationship between technology and agency is not inherently positive. Technologies can empower individuals, but they can also constrain them. Shoshana Zuboff warns that digital systems designed primarily for surveillance and behavioral prediction may diminish autonomy by shaping decisions without awareness or consent.¹⁰ Similarly, Byung-Chul Han argues that digital systems can encourage forms of self-optimization that ultimately erode human well-being and freedom.¹¹
These critiques highlight an important principle: technology should be evaluated not only by what it automates, but by whether it expands or diminishes human agency.
From a Devonport perspective, one measure of technological success is behavior activation: the degree to which technology reduces friction between human intention and meaningful action. Technology creates value when it enables individuals to act more effectively on their goals, ideas, and aspirations.
The question is not whether technology can perform a task. The question is whether it enables humans to exercise greater influence over their own outcomes.
Technology amplifies human contribution
Technology has also consistently expanded the scale of human contribution.
Historically, an individual's ability to create value was constrained by physical limitations. Modern technologies dramatically increase leverage, allowing a single person to influence systems, organizations, and communities at unprecedented scale.
Peter Drucker recognized this shift during the rise of the knowledge economy. He argued that the most important asset of modern organizations would become the productivity and effectiveness of knowledge workers.¹² Technology's role was not simply to increase efficiency but to increase contribution.
Joseph Schumpeter similarly argued that innovation serves as a primary driver of economic and societal advancement.¹³ New technologies expand humanity's capacity to create, adapt, and generate value. In modern economies, creativity, knowledge, and innovation increasingly function as critical forms of capital.
Thomas Malone's research on collective intelligence further suggests that technology can improve not only individual performance but also the ability of groups to think, coordinate, and solve problems together.¹⁴
The same pattern appears in contemporary AI research. Erik Brynjolfsson and his colleagues have repeatedly found that AI often delivers its greatest value when paired with human expertise rather than used as a substitute for it.¹⁵ Individuals equipped with AI systems frequently produce higher-quality work, learn faster, and achieve greater performance than either humans or machines operating independently.
This principle aligns closely with the Devonport concept of Humanᴬᴵ, the partnership between human judgment and artificial intelligence that produces outcomes neither could achieve alone.
As technology expands contribution, it also creates the conditions for Performance Compounding. Improved capability produces improved outcomes. Improved outcomes generate learning. Learning expands capability. Expanded capability enables even greater contribution. Over time, these reinforcing cycles accelerate individual and organizational growth.
The most transformative technologies are not those that merely save time. They are those that increase the value individuals are capable of creating.
Technology and human development
Perhaps the most important function of technology is its role in human development.
Human progress has never been defined solely by the tools we create, but by the people we become through their use.
Throughout history, technological advancement has often coincided with the development of new skills, new forms of expertise, and new ways of thinking. The introduction of literacy transformed how individuals processed information. Scientific instruments transformed how humanity understood nature. Digital technologies transformed how people learn, communicate, and collaborate.
Artificial intelligence may represent the next major stage in this progression.
Lev Vygotsky's theory of the Zone of Proximal Development suggests that people learn most effectively when supported by a more capable guide.¹⁶ Historically, these guides were teachers, mentors, coaches, and peers. Today, AI systems increasingly have the potential to provide personalized guidance, feedback, and knowledge support at unprecedented scale.
Much of the public conversation surrounding AI focuses on automation and displacement. While these concerns deserve attention, they risk obscuring a more profound possibility: AI may become one of the most powerful developmental technologies humanity has ever created.
Peter Senge's work on learning organizations emphasizes that individuals and organizations thrive when they continuously expand their capacity to create desired results and develop new ways of thinking.¹⁷ Contemporary researchers such as Ethan Mollick similarly argue that AI can serve as a collaborative partner that accelerates learning, experimentation, and capability development.¹⁸
Technology's highest contribution may therefore be developmental rather than operational. Its greatest value lies not in replacing human effort but in helping humans become more capable versions of themselves.
A modern perspective
The emergence of artificial intelligence represents a significant shift in the relationship between humans and technology. Previous technological revolutions primarily amplified physical capabilities, communication, or information access. AI amplifies intelligence itself.
This shift introduces new possibilities for both individuals and organizations.
At the organizational level, AI enables forms of Collective Cognition that were previously impossible. Knowledge can be captured, shared, synthesized, and applied across entire systems more effectively than ever before. Teams can increasingly think, learn, and solve problems as interconnected intelligence networks rather than isolated individuals.
At the operational level, organizations are beginning to develop Agent Ecologies in which humans, intelligent agents, workflows, systems, and external resources collaborate to create value. Success depends not on replacing people but on designing productive relationships between multiple forms of intelligence.
At the individual level, Humanᴬᴵ partnerships have the potential to expand capability, agency, contribution, and development simultaneously. Individuals gain access to expertise, analysis, creativity, and execution capacity that would previously have required entire teams.
These developments suggest that the future of technology may be less about automation and more about augmentation. Intelligence becomes increasingly abundant, but human judgment, creativity, purpose, and meaning remain central.
The organizations that thrive will be those that use technology not merely to reduce costs, but to elevate people.
Conclusion
Technology has always been more than machinery, software, or tools. At its best, technology serves as an amplifier of human potential.
Across history, transformative technologies have expanded human capability, increased agency, amplified contribution, and accelerated development. Artificial intelligence represents the latest chapter in this ongoing story, but it does not change the fundamental purpose of technology. It simply expands the scale at which that purpose can be realized.
If technology changes environments, intelligence changes work, and culture evolves in response, then the ultimate question is what outcome we seek from that change. The answer is not technological advancement for its own sake. The answer is human advancement.
The function of technology is not merely to automate work.
The function of technology is to elevate the human condition.
The function of intelligence is to elevate humanity.
